Until 2009, the WHO’s definition of ‘pandemic’ (in this case relating to flu) was:
“An influenza pandemic occurs when a new influenza virus appears against which the human population has no immunity, resulting in several, simultaneous epidemics worldwide with enormous numbers of deaths and illness.”
(Source)
It was then amended to remove the reference to numbers of deaths and illness:
“An influenza pandemic occurs when a new influenza virus emerges and spreads around the world, and most people do not have immunity.”

Then, last year, they changed the definition of ‘herd immunity’, to erase any reference to natural immunity:

At the same time, they crow-barred their experimental mRNA gene therapy injections into the ‘vaccine’ classification:

So, now they can declare a pandemic, even if a disease isn’t killing anyone; ignore the possibility that most people’s natural immune systems could deal quite effectively with an infection to ultimately eliminate it, stating that vaccination is the only way to achieve herd immunity; then jab the population with a synthetic gene therapy, misleading people by calling it a vaccination.
And, thanks to their ruthlessly efficient global PR campaign, they’ve actually got people celebrating being part of the largest medical trial in history.
You’ve got to admire their manipulation skills, really you do.
